Model Governance Controls

Organizational frameworks for managing AI model lifecycles, including model registries, approval workflows, version control, access management, and decommissioning procedures.

What This Method Does

Model governance controls encompass the organizational policies, processes, and infrastructure that manage AI models throughout their lifecycle — from initial development through deployment, operation, and eventual decommissioning. Governance attempts to answer: who is accountable for this AI system, what approvals were obtained before deployment, and what controls ensure it continues to operate within acceptable bounds?

The need for model governance arises from a gap that exists in most organizations: traditional IT governance (change management, access controls, incident management) was designed for deterministic software. AI models are non-deterministic, their behavior changes with data, their failure modes are subtle and statistical rather than binary, and their risk profiles depend on deployment context rather than code alone. A model that is safe for one use case may be dangerous for another — and traditional governance does not capture this context-dependence.

Model governance is the organizational complement to technical controls: bias auditing measures fairness but governance decides the acceptable thresholds; monitoring detects drift but governance defines the escalation procedures; human oversight enables review but governance determines which decisions require it.

Which Threat Patterns It Addresses

Model governance counters five documented threat patterns:

  • Overreliance & Automation Bias (PAT-CTL-001) — Governance defines where AI automation is and is not appropriate. The Google AI Overviews rollback demonstrates what happens when an AI system is deployed at scale without adequate governance gates — dangerous recommendations reach millions of users before intervention.

  • Unsafe Human-in-the-Loop Failures (PAT-CTL-002) — Governance mandates human oversight requirements and monitors compliance.

  • Implicit Authority Transfer (PAT-CTL-004) — Governance prevents the gradual, unacknowledged transfer of decision authority from humans to AI systems by requiring explicit approval for each use case and automation level.

  • Loss of Human Agency (PAT-CTL-003) — Governance ensures that organizational dependence on AI systems is conscious, documented, and reversible.

  • Goal Drift (PAT-AGT-003) — Governance defines intended system behavior and establishes mechanisms for detecting and correcting drift from intended objectives.

How It Works

Model governance operates across four lifecycle phases.

A. Pre-deployment governance

Risk assessment and classification

Before any AI model is deployed, assess and classify its risk level:

Use case registration. Every AI use case must be formally registered with: the business purpose, the decision being automated or assisted, the affected population, the automation level (see human oversight design), and the accountable owner.

Risk tiering. Classify AI applications by risk level based on: impact on individuals (can the decision cause significant harm?), scale (how many people are affected?), reversibility (can the decision be undone?), and autonomy level (how much human oversight is involved?). Common tiering: low risk (internal tools, analytics), medium risk (customer-facing recommendations, content generation), high risk (hiring, lending, medical, criminal justice), prohibited (applications the organization will not pursue).

Regulatory mapping. Identify which regulations apply to the specific use case: EU AI Act risk categories, sector-specific regulations (ECOA, Fair Housing Act, HIPAA), jurisdictional requirements (NYC Local Law 144, Illinois BIPA), and internal policies.

Approval workflows

Model review board. For medium and high-risk applications, require review and approval by a cross-functional board (ML engineering, legal, compliance, business owner, ethics/responsible AI). The board evaluates: technical readiness (performance metrics, bias audit results, red team findings), legal compliance (regulatory requirements, liability considerations), and operational readiness (monitoring, human oversight, incident response).

Documentation requirements. Before deployment, require: model card documenting intended use and known limitations, bias audit results, red team findings, human oversight plan, monitoring plan, and incident response procedures. The EU AI Act mandates similar documentation for high-risk AI systems.

Approval conditions. Approvals should include conditions: monitoring requirements, re-evaluation triggers, maximum deployment scope, and sunset dates that force periodic re-evaluation rather than indefinite deployment.

B. Deployment governance

Model registry and version control

Model registry. Maintain a centralized registry of all deployed AI models with: model identity and version, deployment location and configuration, training data provenance, performance metrics and bias audit results, approval history and accountable owner, and current status (active, deprecated, decommissioned).

Version control. Track model versions with the same rigor as software versions. Each version update — including retraining on new data, hyperparameter changes, and fine-tuning — requires documentation and, for medium/high-risk applications, re-evaluation through the approval workflow.

Environment controls. Enforce that production deployments can only use models from the approved registry. Prevent ad-hoc model deployment that bypasses governance — the AI equivalent of shadow IT.

Access management

Model access controls. Define who can: train models, deploy models to production, modify production configurations, access inference APIs, and view audit logs. Apply least-privilege principles.

API management. For models exposed via APIs: enforce authentication, rate limiting, usage logging, and access tier restrictions. Prevent unauthorized API usage that could enable model extraction (as in the Claude distillation attacks).

C. Operational governance

Change management

Model update procedures. Define procedures for model updates that include: impact assessment (will the update change behavior in production?), testing requirements (regression testing on held-out data, bias re-evaluation), approval requirements (who must approve the update?), rollback procedures (how to revert if the update causes problems), and notification requirements (who is informed of the change?).

Data change management. Track changes to training data, fine-tuning data, and RAG knowledge bases with the same rigor as model changes. Data changes can alter model behavior as significantly as model changes.

Emergency procedures. Define procedures for emergency situations: rapid model takedown (circuit breaker), fallback to previous model version, fallback to human-only decision process, and communication plan for stakeholders affected by the change.

Accountability

Accountable owner. Every deployed AI system must have a named accountable owner — an individual (not a team) who is responsible for the system’s behavior, compliance, and incident response. The accountable owner has authority to modify, restrict, or decommission the system.

Incident reporting. Define thresholds for what constitutes a reportable AI incident, the reporting timeline, who is notified, and the investigation and remediation process. Connect to the organization’s broader incident response plan.

D. Decommissioning governance

Sunset criteria. Define conditions under which an AI system should be decommissioned: persistent bias that cannot be adequately mitigated, performance degradation below acceptable thresholds, regulatory changes that prohibit the use case, organizational decision to discontinue the use case, or technology replacement.

Decommissioning procedure. Formal decommissioning includes: stakeholder notification, transition plan (to replacement system or human process), data retention decisions (training data, audit logs, model artifacts), and archival documentation for regulatory compliance.

Preventing zombie models. Regular inventory audits to identify AI systems that are still running but are no longer actively maintained, monitored, or needed. Unmaintained AI systems are a risk — they continue making decisions without oversight or accountability.

Limitations

Governance overhead can impede legitimate innovation

Heavy governance processes — lengthy review boards, extensive documentation requirements, multi-level approvals — can slow AI deployment to the point where the organization cannot realize AI benefits. The challenge is calibrating governance proportional to risk: lightweight processes for low-risk applications, rigorous processes for high-risk applications. Over-governance of low-risk applications is as harmful as under-governance of high-risk ones.

Governance requires organizational commitment

Model governance only works if the organization treats it as a genuine requirement rather than a compliance checkbox. If the review board rubber-stamps approvals, if documentation is boilerplate rather than substantive, if the accountable owner has no real authority to restrict the system — governance provides a false sense of security. Effective governance requires leadership commitment, adequate resourcing, and organizational culture that values responsible AI practices.

Governance does not replace technical controls

Governance defines what should happen; technical controls (monitoring, human oversight, audit logging) ensure it actually happens. A governance policy requiring bias auditing is meaningless without the bias auditing infrastructure to execute it. Governance and technical controls are complementary — neither is sufficient alone.

Shadow AI circumvents governance

Employees using unapproved AI tools (ChatGPT for customer communications, Copilot for code generation, AI tools for data analysis) bypass organizational governance entirely. The Samsung ChatGPT data leak — where employees entered proprietary code into ChatGPT — occurred because no governance controls prevented unauthorized AI tool usage. Governance must address shadow AI through a combination of approved tool provisioning, usage policies, and technical controls.

Regulatory context

The EU AI Act establishes a risk-based governance framework requiring: risk classification, conformity assessment, quality management systems, and post-market surveillance for high-risk AI systems. ISO 42001 (AI Management System) provides a certifiable governance framework. NIST AI RMF Govern function maps directly to model governance practices. NYC Local Law 144, the EEOC’s AI guidance, and the CFPB’s fair lending guidance all create governance obligations for specific AI use cases.
